EU to ban Russian state-backed media outlets RT and Sputnik

In a decision that could have a significant impact on how companies like YouTube moderate their platforms, the European Union announced it plans to ban Russian state media organizations. On Sunday, European Commission President Ursula von der Leyen said Russia Today (RT), Sputnik and their respective subsidiaries would "no longer be able to spread their lies to justify Putin's war." The EU's executive branch also plans to develop new tools to combat disinformation spread by those organizations. However, von der Leyen didn't specify what those measures may involve.

At the same time, it's unclear exactly how the EU will go about banning those organizations. Both RT and Sputnik maintain active YouTube channels. On Saturday, following a similar move from Facebook parent company Meta, the company said it would temporarily prevent a handful of Russian channels, including RT, from earning ad revenue from their content. So far, both YouTube and Meta have only restricted access to Russian state-run outlets in Ukraine, a decision Russia was quick to demand at least one of the companies reverse.

At the behest of the country's government, Meta took its most significant action yet against Russian state media organizations amid the ongoing invasion of Ukraine. On Sunday, Nick Clegg, the company's recently promoted president of global affairs, said Meta was restricting some Russian accounts within the war-torn nation.

"We have been in contact with the government of Ukraine, and at their request we have also restricted access to several accounts in Ukraine, including those belonging to some Russian state media organizations," said Clegg. We've reached out to Meta to ask the company to clarify how it's restricting those accounts.

Clegg noted Ukraine also asked Meta to limit Russia's access to Facebook and Instagram. For the time being, the company denied that request, claiming people in the country have used its platforms to organize anti-war protests and access independent information. "We believe turning off our services would silence important expression at a crucial time," he said.

This most recent move comes after Meta blocked Russian state media outlets from accessing its advertising platform or using other monetization features. Russia's Roskomnadzor telecom regulator threatened to throttle and restrict access to Facebook after company officials declined to stop fact-checking state-backed media organizations on the platform. Clegg said on Sunday the company would continue to label and fact-check content from those outlets. He also confirmed, following reports from internet monitoring organization NetBlocks, that the Russian government had started restricting access to its social networks.

Ukraine asks international volunteers to join 'IT army' against Russia

Ukraine is recruiting international volunteers to carry out cyberattacks against Russia. On Saturday afternoon, Mykhailo Fedorov, the country's digital transformation minister, took to Twitter to announce he was assembling an "IT army" on Telegram. "There will be tasks for everyone," he said. "We continue to fight on the cyber front."

As of the writing of this article, the channel has more than 26,000 subscribers. In one post, translated into English by The New York Times, the Ukrainian government urges people "to use any vectors of cyber and DDoS attacks" on a variety of Russian targets. In a separate post, the country calls on people to report YouTube channels posting pro-Russian content, with the hope of getting them delisted. That call to action came at around the same time YouTube said it was temporarily barring Russia Today and other Kremlin-affiliated channels from earning ad revenue on the platform.

The call for volunteers also came after Anonymous claimed responsibility for taking down multiple Russian government websites, including those belonging to the Kremlin and Ministry of Defence.

The choice to manage the effort on Telegram is one that could hurt Ukraine in the long run. As Moxie Marlinspike, the founder of Signal points out, Telegram isn't encrypted in the way most people think it is. Unless you enable its Secret Chat feature, your conversations aren't end-to-end encrypted, which means the company can unlock most messages at any time. In the current situation, that's a problem because many Telegram employees have family in Russia, and, as Marlinspike notes, there's a scenario in which the country's government could exploit that fact.

With everything that's going on in the world right now, you may have glossed over the fact there's a big tech conference underway in Spain. After the pandemic sidelined Mobile World Congress in 2020 and pushed it to June in 2021, the trade show returned to its usual timeslot as one of the first major tech events of the year. Huawei was one of the first manufacturers to present at the conference, announcing the MatePad Paper and a refresh of its MateBook X Pro ultraportable laptop. If you missed the keynote, fret not: we've condensed the company's entire presentation into a video you can watch in under 10 minutes.

Samsung’s new Galaxy Book laptops get better webcams and brighter screens

Samsung may be best known for its Galaxy phones, TVs and household appliances, but I think its laptops deserve more recognition. At MWC 2022 today, the company unveiled the next generation of its Galaxy Book series of PCs. Last year's models brought vibrant AMOLED panels while maintaining strikingly sleek profiles. This time around, the new Galaxy Book 2 series offers upgraded webcams and processors, improved S Pens and a gorgeous new burgundy color option

At the moment, there are three models in the lineup: the convertible Galaxy Book 2 360, the clamshell Galaxy Book 2 Pro and the Galaxy Book 2 Pro 360, which is not only a mouthful of a name but also a high-end 2-in-1. They all sport 13-inch screens, with the Pro and Pro 360 also coming in 15-inch versions. A fourth "Business" model is coming later this year, and it's the only 14-inch option of the lot, which is interesting given the laptop industry has generally been moving towards that size.

Like most computers launching this year, the Galaxy Book 2s run Windows 11 and come equipped with Intel's 12th-gen Core i5 or i7 processors. But Samsung's strength is, as always, in its displays and this year's AMOLEDs can hit up to 500 nits of brightness, making for easier viewing in challenging lighting conditions. At a recent hands-on one evening in New York, I wasn't able to take the machines out to read under direct sunlight as the sun had already set. In the brightly lit demo space as well as under our spotlights, though, it was easy to watch videos on the Galaxy Books.

Like I said last year in my review of the Book Pro 360, the new model's 16:9 aspect ratio feels outdated in an era where most laptops have shifted to 16:10 screens. This leaves a thumb-wide bezel below the display that could otherwise display a few extra lines of text at least. Still, they all run at 1,920 x 1,080 which is probably a more power-efficient option than 4K for machines that are this thin and light.

I also enjoyed the vibrant colors on the AMOLED panels (which support HDR), almost as much as I enjoyed scrawling "I love cake" on them. The Book 2 Pro 360 comes with an S Pen, while the 360 supports it but doesn't ship with one. The Pro, meanwhile, isn't touch-enabled and doesn't work with the stylus. There's not much new about the S Pen here — Samsung says it's improved the latency, though it hasn't shared details beyond that. The pen is still a separate accessory that you might leave behind by accident. I miss when Samsung included a smaller version of it in an onboard slot in the Galaxy Book Flex.

Besides the new chips and brighter displays, the main upgrade for this generation of the Galaxy Book is higher-resolution webcams. Specifically, all three models now offer 1080p cameras that, based on my limited experience so far, already take better pictures than their predecessors. Samsung had aggressive beauty filters built into last year's Galaxy Book Pro 360 for some reason, resulting in poorly exposed pictures from its 720p camera. This time, thankfully, the camera app looked like the stock Windows version with no strange filters on my face.

In fact, it seems like Samsung's cleaned up its software in general. Things from previous models like a faux privacy screen and a security feature that would snap pictures of people making failed login attempts were nowhere to be seen. That doesn't necessarily mean they're gone — I didn't have time to hunt them down during the hands-on. But the demo units presented a fairly clean Windows 11 experience, from what I saw.

The last new offering in the Galaxy Book 2 is a burgundy color option (limited to the Pro 360) and I am ashamed to admit this might be my favorite thing about Samsung's latest laptops. It's the same shade as you get in the S22 Ultra, and after covering boring silver, black, white and even copper laptops for years, I'm just grateful for something that's not just different but that's beautiful. Samsung's notebooks have been some of the more colorful around, like its fiery red Chromebook or the cobalt blue Book Flex. I never knew I could lust after a burgundy laptop, but here I am coveting a PC for its color.

I also really liked how light and thin the Book 2 Pro is (13-inch version weighs 0.87kg or 1.91 pounds), and in spite of its daintiness it felt premium and sturdy. Samsung's laptops might not look as elegant as HP's Spectre series, but they certainly give Dell's XPS or Microsoft's Surface products some competition.

But back to features that will make more of a difference in your daily workflow. The 15-inch Book 2 Pro 360 has a comfortable, spacious keyboard and gigantic touchpad that was responsive during my time with it. I hardly ever use numpads anymore, but the larger models come with them, which could be handy for those working with numbers a lot. I also enjoyed typing on the 13-inch versions of the Galaxy Book 2 — there's enough travel and satisfying feedback.

My main gripe with the Galaxy Book 2 is the $50 price hike. The Book 2 Pro 360 starts at $1,250, up from last year's $1,200, and I'm not sure a brighter screen and sharper webcam alone are worth the difference. I'd also need to test these devices out for longer to gauge their real-world performance and determine things like battery life and thermal efficiency. The good news is there's still time — pre-orders start on March 18th, with availability beginning on April 1st. The Galaxy Book 2 360 starts at $900, and is only available from April 1st onwards, while the Book 2 Pro goes for $1,050.

Elon Musk pledges to send Starlink terminals to Ukraine

With Russia's invasion causing significant damage to Ukraine's internet infrastructure, SpaceX CEO Elon Musk said on Saturday his company would bring its Starlink satellite internet service to the country. "Starlink service is now active in Ukraine," Musk said on Twitter. "More terminals in route."

Musk's pledge came after Mykhailo Fedorov, the country's vice prime minister, mentioned him in a tweet. "We ask you to provide Ukraine with Starlink stations and to address sane Russians to stand," Fedorov said.

While many were quick to praise Elon Musk's announcement, others like Rebellion PAC executive director Brianna Wu noted Starlink is unlikely to help Ukrainians stay connected. For one, as The Verge points out in its review of the service, a Starlink dish requires a "near-perfect" line of sight with SpaceX's constellation network. An urban environment is not a place you want to deploy the service since buildings (and, in this case, smoke from Russian artillery shelling) can easily obstruct a signal. There's also the question of how you would get Starlink terminals to people in the city and other parts of the country. Kyiv, for instance, is surrounded by Russian forces.

Following four days of intense fighting, internet connectivity in Ukraine has been spotty at times, particularly in the parts of the country that have seen the most combat. On Saturday, NetBlocks told Reuters it saw connectivity to GigaTrans, Ukraine's backbone internet provider, temporarily fall to below 20 percent of normal levels. While Ukraine hasn't suffered a nationwide blackout yet, there's worry the situation could change at any moment, potentially making it far more difficult for Ukrainians to stay in touch with their loved ones.

TCL’s latest concept phone folds inwards and outwards

TCL seems to love showing off eye-catching prototypes at shows, and today it's doing the same for MWC 2022. Alongside an array of new phones and tablets, the company just debuted a concept device tentatively called the "Ultra Flex" — a phone with a 360-degree rotating hinge and a flexible display that bends along with it. That means this thing can fold in on itself as well as out towards the world.

This is a technically challenging proposition, since the screen has to undergo much more flexing than those that only bend one way. The strip that's right above the hinge, in particular, would probably suffer the most stress.

In fact, it's so prone to breaking that the unit we saw at our hands-on in New York never did turn on. Its 8-inch, 2,480 x 1,860 PLP AMOLED screen remained disappointingly dark, though TCL reps did show us photos of it working earlier that day. For now, we can only take their word for it.

The display wasn't the only engineering challenge for this prototype: The 360-degree hinge also needed some finessing. Each time I folded and unfolded the device, most of the movement was smooth until the screen's halves were close to touching. That's when it made unsettling noises and felt like crunching cereal under a membrane. TCL has not shared any specifics on how the hinge and display work, either, keeping those details confidential for now. It's clear that this prototype is nowhere close to being a real product.

Why would we even want a device that can fold both ways? TCL reps said it would offer the benefits of both inward-folding devices like the Galaxy Z Fold as well as those that bend outwards like Huawei's first Mate X foldable. Having a panel you could fold outwards could offer a preview for your camera subjects to see how they look while you frame them up, for example, or let you present slides to someone facing you. Given that Huawei has since adopted Samsung's approach instead of sticking with an outside-facing flexible screen, it appears that style of foldable might not be very feasible.

Still, I liked the Ultra Flex prototype's matte blue finish and the mock quad-camera array on the back. The pliable, corrugated backing for the hinge also added an interesting touch to the design, and a slot on the bottom left indicates potential for the inclusion of an onboard stylus.

We also got to see the company's "Fold n' Roll" concept device in person for the first time since it was unveiled in April last year. This is a foldable 6.7-inch phone that uses a motorized mechanism that, at the push of a button, unfurls more of its screen to make an 8.8-inch 2,880 x 2,160 canvas. Like the Ultra Flex, this prototype felt janky, and getting the device to roll out its screen was like asking a dog to sit. Sometimes it worked as expected, sometimes pushing the button did nothing and sometimes the mechanism would whir away but the screen would struggle to move.

At least on this device the screen was working… Ish. For the first half of the demo session, the Fold n' Roll was stuck on the lock screen, and didn't respond to any touches or swipes. By some miracle, it eventually unlocked and revealed the Android home screen, but still refused to register any taps. I launched a grand total of zero apps on this prototype, helplessly watching it do nothing as I jabbed at the screen. It reminded me of the panel on Motorola's Razr — both felt like they were slightly detached from the rest of the components below, like a piece of tape stuck to itself and no longer adhering to the rest of the roll.

The only thing it did was actually recognize when the additional bit of screen had finished rolling in or out, and change its aspect ratio and size to fill up and match the new widths. At this point I was so happy something worked that I was probably too impressed by a feature that should be expected, rather than a bonus.

Were these prototypes buggy as hell? Yes. Was I intrigued by them regardless? Also yes. We all love being distracted by interesting new form factors and product types, especially as non-foldable smartphone hardware matures and stagnates. As foldables continue to pique our interest and actually become better over the years, who knows what other shapes they might evolve into?

TCL hasn't said if these prototypes are worth pursuing and turning into actual products, but the company has promised that it plans to launch a foldable phone that costs hundreds less than the competition. Though that has yet to happen, we did see a canceled product last year codenamed Chicago. It's very similar to Samsung's Galaxy Z Flip 3, though with a different external screen and camera setup, as well as a slightly more textured finish. I was impressed how nice this looked in person, and the hinge felt less resistant than the Z Flip 3's. Until TCL starts selling these for real, though, all of its prototypes and concepts remain aspirational. I get that there are global supply issues potentially in the way, but at this point it feels like TCL has teased us for too long.

'Pokémon Scarlet' and 'Violet' head to Switch in late 2022

Pokémon fans won't have to wait long to play the next entry in their favorite gaming series. On Sunday morning, the Pokémon Company announced two new mainline titles, PokémonScarlet and Violet, and said it expects them to launch sometime in late 2022. Building on the recently released Pokémon Legends: Arceus, developer Game Freak said the games would offer an "open-world adventure" for players to discover. 

Judging from the teaser the studio shared, players can expect to explore a mix of pastoral countryside and bustling urban landscapes. You can see the three new starters at the end of the clip. From left to right, they're Sprigatito, Fuecoco and Quaxly. As you might expect, all three look adorable, and you might have trouble picking one over another. I know I will. 

While fans wait for Scarlet and Violet, they can look forward to a new "Daybreak" update for Pokémon Legends: Arceus. Available to download later today, the update adds a new quest for players to complete and additional opportunities to battle Legendary Pokémon. Oh, and a new anime based on the game's Hisui region is coming later this year. 

Huawei’s MatePad Paper is half e-reader, half tablet

A lot of Engadget readers – and to be honest, Engadget editors – are obsessed with e-ink devices. Whether they're productivity workhorses or digital canvases, the tech has slowly continued to inch beyond the one-handed e-readers of the last decade.

The latest addition is a substantially-sized e-ink tablet from Huawei. The MatePad Paper has a 10.3-inch grayscale screen with an anti-glare, reflective display to aid low-light use. The Paper can reproduce 256 shades of greyscale to display text and images – and even video — although I'm not sure why you'd want B&W video.

You probably already noticed it's got surprisingly small bezels for an e-ink device. Huawei says it's honed the tablet down to an 86.3 percent screen-to-body ratio, with a book spine-inspired design ensuring there's something for you to hold. All that e-paper, coupled with the size of the thing, sets it apart from pretty much every other e-ink device we've seen so far. (The Kindle DX was a long time ago.)

Alongside 32 levels of backlighting, the device is also compatible with Huawei's M Pencil, which usually launches alongside its more typical tablets. This means you can scribble, annotate and edit your documents and books, which is a very useful tool when it comes to e-ink devices. Notably, Huawei has been able to refine the sensitivity of the textured screen to 26ms. It might not be quite as super smooth as an S22 Ultra – or even Huawei's other tablets, but it's notable on a matte e-ink surface. Is this the perfect digital note-taking device?

Continuing Huawei's push to connect all of its devices as seamlessly as possible, you can connect the MatePad Paper to the company's laptops, PCs, tablets and phones. Huawei says the tablet will appear like a USB drive, and you can drag and drop your notes and annotated PDFs across to your laptop. This is possible thanks to the company's propriety operating system, HarmonyOS.

Huawei product announcements come with the usual proviso, however. The hardware is exciting – and tempting for anyone who works with lots of books, documents and digital paperwork — but you'll be constrained by HarmonyOS. 

The company says it's still growing out the ecosystem, but the onus remains on app creators and companies as to whether they'll offer support. For example, There are a few ways I could check out my Kindle books on the MatePad Paper – maybe I could use the web-based reader? – but it won't be as seamless as Amazon hardware. Then again, the MatePad Paper is also capable of more than a simple Kindle.

Huawei didn't announce the availability and pricing of the MatePad Paper ahead of its MWC presentation. We'll update this report when we hear more.

Huawei’s new MateBook X Pro has six speakers packed inside it

Huawei's top laptop series has gone through a few iterations, but the company has made some notable upgrades to its 2022 MateBook X Pro, without losing what we've liked from these laptops over the last few years. Yes, it's still slim, yes it's still understated. Yes, we don't know if it'll ever appear in the US.

The 2022 model will land with 11th gen Intel U series processors (a spokesperson added that 12th-gen MateBooks would arrive later this year), and a bigger screen. Huawei has expanded the screen up to 14.2 inches from the 13.9 inches of its predecessor, while simultaneously making the body even slimmer. Above the 3,120 x 2,080 display, there's a HD micro camera – fortunately Huawei hasn't moved it back to the peek-a-boo webcam keyboard button.

This is also Huawei's first laptop to support the P3 color gamut and over 1 billion colors and reaches refresh rates of 90Hz too. And for those into touch displays, there's 10-point multitouch compatibility too. 

Inside the new wedge design, there are now triple air intakes, up from a single intake last year, including one built into the keyboard. Huawei says this results in 60 percent more airflow through the device. And it might be put to use. The new MateBook X Pro has a new 'performance mode' — accessed through a keyboard shortcut. Huawei says this boosts the CPU's thermal design power (TDP) to 30W for a "performance uplift". 

The MateBook X Pro comes with a 90W SuperCharge function that can give 3 hours of use on just a 15-minute charge. (And this all comes from a tiny 180-gram charger that looks more like a phone charger.) 

Plug a phone into one of the four USB-C ports and you'll get up to 50 watts of charge, too. Huawei has also upgraded the sound in its latest laptop, with six speakers dotted around the MateBook X Pro. That's a lot. There are also four mics dotted around the perimeter to improve audio recording and conference calls. 

These are the big changes, but a lot is staying the same. There's still a large trackpad (with some new "free touch" gestures, including one for swiftly scrobbling through video), a chiclet keyboard and Huawei's Mobile App engine (for running Huawei's mobile… apps on your laptop).

Alongside a new e-ink device, Huawei is also launching a new OLED hybrid PC. The 2-in-1 MateBook E comes with two keyboard options — alas likely to be sold separately or bundled with the PC, depending on region.

Alone, the 12.6-inch MateBook E weighs just over 700 grams (1.5 pounds) and is a slender 7.99mm thick. It will run on 11th-gen Intel Core processors with Intel's embedded Iris X graphics. Huawei's second-generation stylus will also work with the hybrid — the first time it's been compatible with the MateBook series — supporting 4,096 levels of pressure sensitivity and 2ms responsiveness. A magnetic keyboard folio, seen above, will allow you to adjust the view of the 2-in-1 while working, while a new Glide keyboard peripheral, adds an extra USB port to the device and will, according to Huawei, allow you to hold it in one hand. Some Russian bank cards no longer work with Apple Pay and Google Pay

Following Western sanctions on Russia's financial institutions in response to the invasion of Ukraine, customers of several of the country's largest banks can no longer use their debit and credit cards in conjunction with Apple Pay and Google Pay. Among the affected organizations include VTB Group, Sovcombank, Novikombank, Promsvyazbank, and Otkritie FC Bank, according to a press release from the Central Bank of Russia spotted by Business Insider.

Customers with those banks can still use their cards to make contactless payments, provided they support the feature. However, they won't work overseas, and they can't be used to make online purchases from retailers registered in countries that have imposed sanctions on Russia.

As The Verge notes, Apple Pay and Google Pay aren't as popular in Russia as homegrown options like YooMoney. According to data from 2020, only 29 percent of Russians reported using Google Pay at the time, while 20 percent said they had used Apple Pay. As such, those restrictions aren't likely to impact Russian consumers too much given they have access to alternatives. However, the possibility of excluding Russian banks from the SWIFT interbanking system could lead to things like currency volatility that would further hurt the country's economy.

YouTube blocks RT and other Russian channels from generating ad revenue

YouTube has temporarily barred Russia Today (RT) and a handful of other Russian channels from earning ad revenue. Citing "extraordinary circumstances" and the recent sanctions against the country, the company told Reuters it was putting a pause on the ability of several channels to monetize their content on the platform.

Additionally, YouTube said videos from those content creators would appear less frequently in user recommendations, and that RT and a handful of other channels would no longer be accessible in Ukraine following a request from the country's government. YouTube did not provide Reuters with a full list of the restricted channels. We've reached out to the company for comment and more information.

It's hard to say how much of an effect the restrictions will have on those channels. In 2019, internet research firm Omelas estimated the Kremlin generated $27 million in ad revenue between 2017 and 2018. Over the span of a 12 year period, Russia has earned as much as $73 million in YouTube ad revenue from RT and other state-affiliated channels. 

The move follows similar ones from Facebook and Twitter. On Friday, Nathaniel Gleicher, Meta's head of security policy, said the company was prohibiting Russian state media from running ads or using any other monetization features in response to the invasion of Ukraine. That same day, Twitter said it was suspending all advertising in Ukraine and Russia to better highlight authoritative information and combat misinformation.

Valve says it would happily help Microsoft bring PC Game Pass to Steam

Valve says it's willing to work with Microsoft to bring PC Game Pass to Steam. "I don't think it's something that we think we need to do ourselves, building a subscription service at this time," Valve CEO Gabe Newell told PC Gamer in a recent interview. "But for their customers it's clearly a popular option, and we'd be more than happy to work with them to get that on Steam."

Newell's subsequent comments suggest PC Game Pass won't come to Steam anytime soon, but that the two companies have had discussions about the possibility. "We've talked to people there quite a bit about that topic," he said. "If your customers want it, then you should figure out how to make it happen. That's where we're at."

While PC Game Pass may never come to Steam there's at least precedent for Microsoft to follow. In the summer of 2020, publisher Electronic Arts made EA Play, its subscription service, available on Steam. It's worth noting, as The Verge points out, not every EA Play tier is available through the marketplace, and Valve's 30 percent cut of sales could be a contentious issue in any negotiations between itself and Microsoft. For what it's worth, Microsoft has also expressed an interest in getting Steam onto the Windows 11 app store. Last June, Microsoft's Panos Panay said Valve would be "very welcome" on the marketplace.

Anonymous claims responsibility for Russian government website outages

On Saturday morning, as Russia's invasion of Ukraine entered its third day, some of the country's official government websites went down following a series of alleged cyberattacks. Among the sites that aren't accessible as of the writing of this article include that of the Kremlin and the country's Ministry of Defence. Several Twitter accounts claiming affiliation with Anonymous say the international hacking collective is behind the attacks.

"Faced with this series of attacks that Ukraine has been suffering from the Russian dictator Vladimir Putin, we could not help but support the Ukrainian people," said one account. At the start of the conflict, the group said it would launch a "cyber war against the Russian government." However, the Kremlin has denied Anonymous is behind the attacks, according to CNN.

It's believed Anonymous is also responsible for hacking several Russian state TV channels. People have uploaded videos showing those channels playing Ukrainian music and displaying images of the country's flag and other nationalistic symbols. 

The collective has also pledged to "keep the Ukrainian people online as best we can," even as the invasion takes a heavy toll on the country's internet infrastructure. While there hasn't been a widespread blackout, some parts of Ukraine, particularly those areas where fighting has been the most intense, have seen greatly diminished access. That's something that has prevented people from staying in touch with their loved ones.

Russia restricts Twitter access amid Ukraine invasion

Russia has moved to restrict access to Twitter as its invasion of Ukraine continues. Starting early Saturday morning, internet monitor NetBlocks saw a nearly complete blackout of the platform across all major domestic telecom providers, including Rostelecom and MTS. For the time being, Russian residents and those visiting the country can still access Twitter using VPN services but reaching the website directly is nearly impossible.

Twitter confirmed the reports at 11:51AM ET. "We're aware that Twitter is being restricted for some people in Russia and are working to keep our service safe and accessible," the company said.

At the moment, Russians can reportedly still access Facebook and Instagram, but that may change. On Friday, the country's telecom regulator, Roskomnadzor, began partially restricting access to Facebook after Meta refused to stop fact-checking and labeling content from state-owned news organizations. At the time, Roskomnadzor accused Facebook of violating "the rights and freedoms of Russian citizens."

It's unclear why Russia has moved to block Twitter, but all the videos of the conflict you see on the platform may have played a part in the decision. For instance, Russia claims its airstrikes haven't targeted civilian infrastructure, but several widely circulated videos appear to show otherwise. Those clips and others would appear to paint a picture of the invasion that is quite different from the one Russian-state media has pushed. 

"Russia's restriction of Twitter will significantly limit the free flow of information at a time of crisis when the public most needs to stay informed," NetBlocks director Alp Toker told the BBC.

Twitter gives all users access to one-time content warnings

You can now attach one-time content warnings to the images and videos you tweet if you didn't have access to the feature in the past. Twitter started testing a feature that gives you a way to add warnings for nudity, violence and other types of sensitive content to each individual post last year. Now, Twitter Support has announced that the feature is available to everyone using its Android and iOS apps, as well as its web interface.

When you apply a warning to an individual tweet, the media you attach to it will look obscured to people viewing it until they opt to view what's behind it. The feature gives you a way to share content that may be upsetting or not appropriate for everyone without having to mark all your tweets as sensitive. 

To add a warning to a single tweet, simply click on the flag icon that shows up while you're editing the photo or video you attached and then choose between the nudity, violence and sensitive options. As The Verge notes, you can tag multiple warnings for each attachment, and Twitter will place a single warning over multiple media in a single post.

Facebook blocks Russian state media from running ads

Facebook has blocked Russian state media outlets from using its advertising platform or using other monetization features in response to the invasion of Ukraine.

The move comes after Russia regulator Roskomnadzor said it would restrict access to the social network after Facebook officials declined to stop fact checking Russian state-run media outlets on the platform. Now, Meta's Head of Security Policy Nathaniel Gleicher says the company is stepping up its restrictions on Russian state media, which are now barred from running ads or using monetization features anywhere in the world. He added that the company continues to "to apply labels to additional Russian state media."

It follows a similar move from Twitter, which announced on Friday that it was suspending all advertising in Ukraine and Russia in order to better highlight authoritative information and guard against misinformation. Facebook has also previously enabled a "lock profile" feature for people in Ukraine as an added security feature, and has formed a "Special Operations Center" to track how the invasion of Ukraine is unfolding on its platform.

Teammates and Tele-bots

A common theme in designs for robots and advanced technologies is that human–human interaction is a good model for human–robot interaction, and that emotional attachment to embodied robots is an asset. Many designers never consider alternatives, believing that the way people communicate with each other, coordinate activities, and form teams is the only model for design. The repeated missteps stemming from this assumption do not deter others who believe that this time will be different, that the technology is now more advanced, and that their approach is novel.

Numerous psychological studies by Clifford Nass and his team at Stanford University showed that when computers are designed to be like humans, users respond and engage in socially appropriate ways. Nass's fallacy might be described as this: since many people are willing to respond socially to robots, it is appropriate and desirable to design robots to be social or human-like.

However, what Nass and colleagues did not consider was whether other designs, which were not social or human-like, might lead to superior performance. Getting beyond the human teammate idea may increase the likelihood that designers will take advantage of unique computer features, including sophisticated algorithms, huge databases, superhuman sensors, information abundant displays, and powerful effectors. I was pleased to find that in later work with grad student Victoria Groom, Nass wrote: "Simply put, robots fail as teammates." They elaborated: "Characterizing robots as teammates indicates that robots are capable of fulfilling a human role and encourages humans to treat robots as human teammates. When expectations go unmet, a negative response is unavoidable."

Lionel Robert of the University of Michigan cautions that human-like robots can lead to three problems: mistaken usage based on emotional attachment to the systems, false expectations of robot responsibility, and incorrect beliefs about appropriate use of robots. Still, a majority of researchers believe that robot teammates and social robots are inevitable. That belief pervades the human–robot interaction research community which "rarely conceptualized robots as tools or infrastructure and has instead theorized robots predominantly as peers, communication partners or teammates."

Psychologist Gary Klein and his colleagues clarify ten realistic challenges to making machines behave as effectively as human teammates. The challenges include making machines that are predictable, controllable, and able to negotiate with people about goals. The authors suggest that their challenges are meant to stimulate research and also "as cautionary tales about the ways that technology can disrupt rather than support coordination." A perfect teammate, buddy, assistant, or sidekick sounds appealing, but can designers deliver on this image or will users be misled, deceived, and disappointed? Can users have the control inherent in a tele-bot while benefiting from the helpfulness suggested by the teammate metaphor?

My objection is that human teammates, partners, and collaborators are very different from computers. Instead of these terms, I prefer to use tele-bots to suggest human controlled devices. I believe that it is helpful to remember that "computers are not people and people are not computers."

Margaret Boden, a long-term researcher on creativity and AI at the University of Sussex, makes an alternate but equally strong statement: "Robots are simply not people." I think the differences between people and computers include the following:

Responsibility Computers are not responsible participants, neither legally nor morally. They are never liable or accountable. They are a different category from humans. This continues to be true in all legal systems and I think it will remain so. Margaret Boden continues with a straightforward principle: "Humans, not robots, are responsible agents." This principle is especially true in the military, where chain of command and responsibility are taken seriously. Pilots of advanced fighter jets with ample automation still think of themselves as in control of the plane and responsible for their successful missions, even though they must adhere to their commander's orders and the rules of engagement. Astronauts rejected designs of early Mercury capsules which had no window to eyeball the re-entry if they had to do it manually — they wanted to be in control when necessary, yet responsive to Mission Control's rules. Neil Armstrong landed the Lunar Module on the Moon—he was in charge, even though there was ample automation. The Lunar Module was not his partner. The Mars Rovers are not teammates; they are advanced automation with an excellent integration of human tele-operation with high levels of automatic operation.

It is instructive that the US Air Force shifted from using the term unmanned autonomous/aerial vehicles (UAVs) to remotely piloted vehicles (RPVs) so as to clarify responsibility. Many of these pilots work from a US Air Force base in Nevada to operate drones flying in distant locations on military missions that often have deadly outcomes. They are responsible for what they do and suffer psychological trauma akin to what happens to pilots flying aircraft in war zones. The Canadian Government has a rich set of knowledge requirements that candidates must have to be granted a license to operate a remotely piloted aircraft system (RPAS).13 Designers and marketers of commercial products and services recognize that they and their organizations are the responsible parties; they are morally accountable and legally liable.14 Commercial activity is further shaped by independent oversight mechanisms, such as government regulation, industry voluntary standards, and insurance requirements.

Distinctive capabilities Computers have distinctive capabilities of sophisticated algorithms, huge databases, superhuman sensors, information-abundant displays, and powerful effectors. To buy into the metaphor of "teammate" seems to encourage designers to emulate human abilities rather than take advantage of the distinctive capabilities of computers. One robot rescue design team described their project to interpret the robot's video images through natural language text messages to the operators.The messages described what the robot was "seeing" when a video or photo could deliver much more detailed information more rapidly. Why settle for a human-like designs when designs that make full use of distinctive computer capabilities would be more effective.

Designers who pursue advanced technologies can find creative ways to empower people so that they are astonishingly more effective—that's what familiar supertools have done: microscopes, telescopes, bulldozers, ships, and planes. Empowering people is what digital technologies have also done, through cameras, Google Maps, web search, and other widely used applications. Cameras, copy machines, cars, dishwashers, pacemakers, and heating, ventilation, and air conditioning systems (HVAC) are not usually described as teammates—they are supertools or active appliances that amplify, augment empower, and enhance people.

Human creativity The human operators are the creative force — for discovery, innovation, art, music, etc. Scientific papers are always authored by people, even when powerful computers, telescopes, and the Large Hadron Collider are used. Artworks and music compositions are credited to humans, even if rich composition technologies are heavily used. The human qualities such as passion, empathy, humility, and intuition that are often described in studies of creativity are not readily matched by computers. Another aspect of creativity is to give human users of computer systems the ability to fix, personalize, and extend the design for themselves or to provide feedback to developers for them to make improvements for all users. The continuous improvement of supertools, tele-bots, and other technologies depends on human input about problems and suggestions for new features. Those who promote the teammate metaphor are often led down the path of making human-like designs, which have a long history of appealing robots, but succeed only as entertainment, crash test dummies, and medical mannequins. I don't think this will change. There are better designs than human-like rescue robots, bomb disposal devices, or pipe inspectors. In many cases four-wheeled or treaded vehicles are typical, usually tele-operated by a human controller.

The DaVinci surgical robot is not a teammate. It is a well-designed tele-bot that enables surgeons to perform precise actions in difficult to reach small body cavities (Figure 14.1, above). As Lewis Mumford reminds designers, successful technologies diverge from human forms. Intuitive Surgical, the developer of the DaVinci systems for cardiac, colorectal, urological, and other surgeries, makes clear that "Robots don't perform surgery. Your surgeon performs surgery with Da Vinci by using instruments that he or she guides via a console."

Many robotic devices have a high degree of tele-operation, in which an operator controls activities, even though there is a high degree of automation. For example, drones are tele-bots, even though they have the capacity to automatically hover or orbit at a fixed altitude, return to their take-off point, or follow a series of operator-chosen GPS waypoints. The NASA Mars Rover vehicles also have a rich mixture of tele-operated features and independent movement capabilities, guided by sensors to detect obstacles or precipices, with plans to avoid them. The control centers at NASA's Jet Propulsion Labs have dozens of operators who control various systems on the Rovers, even when they are hundreds of millions of miles away. It is another excellent example of combining high levels of human control and high levels of automation.

Terms like tele-bots and telepresence suggest alternative design possibilities. These instruments enable remote operation and more careful control of devices, such as when tele-pathologists control a remote microscope to study tissue samples. Combined designs take limited, yet mature and proven features of teammate models and embed them in devices that augment humans by direct or tele-operated controls.

Another way that computers can be seen as teammates is by providing information from huge databases and superhuman sensors. When the results of sophisticated algorithms are displayed on information-abundant displays, such as in three-dimensional medical echocardiograms with false color to indicate blood flow volume, clinicians can be more confident in making cardiac treatment decisions. Similarly, users of Bloomberg Terminals for financial data see their computers as enabling them to make bolder choices in buying stocks or rebalancing mutual fund retirement portfolios (Figure 14.2, below). The Bloomberg Terminal uses a specialized keyboard and one or more large displays, with multiple windows typically arranged by users to be spatially stable so they know where to find what they need. With tiled, rather than overlapped, windows users can quickly find what they want without rearranging windows or scrolling. The voluminous data needed for a decision is easily visible and clicking in one window produces relevant information in other windows. More than 300,000 users pay $20,000 per year to have this supertool on their desks.

In summary, the persistence of the teammate metaphor means it has appeal for many designers and users. While users should feel fine about describing their computers as teammates, designers who harness the distinctive features of computers, such as sophisticated algorithms, huge databases, superhuman sensors, information-abundant displays, and powerful effectors may produce more effective tele-bots that are appreciated by users as supertools.

Gig worker bill backed by Uber and Lyft passes in Washington State House

A new bill that guarantees benefits for ride-hail drivers while still classifying them as gig workers has passed the Washington State House. It's backed by Uber and Lyft, as well as the local Teamsters union, and represents a compromise between all parties involved. Under the legislation, drivers are guaranteed benefits that include paid sick leave, a minimum pay rate and a resource center for drivers who want to appeal their deactivation — all while still being classified as gig workers

Meanwhile, the companies can't set their workers' schedules under the legislation, and cities won't have the power to regulate ride-hailing firms. According to LaborNotes, the bill is getting mixed reception from drivers, with some arguing that the benefits may not be enough.

Uber, Lyft and other gig companies have long fought attempts to force them to classify their workers as employees, even spending hundreds of millions of dollars to ensure that's the case. In California, the companies spent over $200 million to campaign for Proposition 22, a ballot that overturns a local law that made drivers full employees. The companies prevailed, and the proposition passed with a decently wide margin. 

Peter Kuel, president of the Teamsters-affiliated Drivers Union, told Bloomberg:

"Thousands of Uber and Lyft drivers — predominantly immigrants and people of color — will benefit from this long overdue expansion of pay raises, benefits and protections statewide."

LaborNotes says, though, that Drivers Union supported the bill mainly because the companies threatened to pursue a ballot initiative if they don't get a compromise in Washington. Don Creery, a Drivers Union board member, told the publication:

"They're also holding the gun at our heads with the possibility of an initiative. They spent $200 million on California. It comes down to the reality that we don't have the money to buy TV ads. They do. They will misinform the public with a barrage of TV ads, so we will lose an initiative. We could lose everything."

The legislation is now heading to the State Senate, which will hold a public hearing for it today, February 26th.

US sanctions against Russia will limit its access to technology from overseas

The US government has imposed harsh export restrictions against Russia designed to drastically limit its access to both low- and high-tech goods from overseas. As first reported by Reuters, the Commerce Department has posted a list of expanded licensing policies and requirements implemented in response to Russia's further invasion of Ukraine

Under the expanded sanctions, US suppliers that want to ship to Russia will have to obtain licenses for goods that didn't require one in the past. Those goods include microelectronics, telecommunications items, sensors, navigation equipment, avionics, marine equipment and aircraft components. 

In addition, the US is adding companies designated as "military end users" due to their alleged ties to the Russian military to the entity list. Any company seeking to ship products made abroad to those military end users will have to obtain licenses from the United States if they're using US-made tools, technology and software for their products. The government says these sanctions should "significantly impact Russia's ability to acquire items it cannot produce itself."

The new rules state that license requests will be reviewed "under a policy of denial," which means the Commerce Department will deny almost all of them. The administration will only approve licenses in rare exceptions, such as applications related to aviation and maritime safety, as well as humanitarian needs. Smartphone exports to Russia are also allowed, so long as they're not shipped to Russian government employees and state-owned enterprises. 

Former Commerce Department official Kevin Wolf told Reuters that the rules are so complex, many companies might simply stop dealing with Russia completely to avoid mistakes despite the carveouts. However, Cordell Hull, another former official, predicted that the rules would be difficult to enforce.

During a speech announcing the new measures, President Joe Biden said partner countries are adopting or have expressed intent to adopt similar sanctions. The list of partner countries includes 27 members of the European Union, such as Italy, France and Germany, along with Canada, Australia, Japan and the UK, to name a few. "Between our actions and those of our allies and partners, we estimate that we will cut off more than half of Russia's high-tech imports," he said.

Ukraine asks Apple to stop product sales and block App Store access in Russia

Ukraine's Vice Prime Minister has called on Apple to stop selling its products and to shut down its App Store in Russia. Mykhailo Fedorov, who also serves as the country's Minister of Digital Transformation, has asked Tim Cook for the tech giant's support in a letter. "The whole world is repelling the aggressor through the imposition of sanctions — the enemy must suffer significant losses... [I]n 2022, modern technology is perhaps the best answer to tanks, multiple rocket launchers and missiles," he wrote in a bid to convince Apple's chief executive.

Russia launched a full-scale military assault on Ukraine in early Thursday, entering the country from three sides and attacking by land, air and sea. It bombed the country's major cities, including the Ukrainian capital Kyiv, which was bombarded with missiles on Friday morning. As a response to the invasion, the US government and its allies have unveiled new sanctions against Russia to block its access to exports in hopes of constraining its military and technological capabilities. In addition, the sanctions are targeting Russian oligarchs by limiting their ability to do business in dollars, euros, pounds and yen. 

As Bloomberg notes, Apple has an online store in Russia and offers a local version of its App Store in the country. Last year, it complied with a Russian legal requirement to highlight apps made by local developers. According to the news organization, it also registered a business office and posted job listings for positions in Moscow in the past few months, most likely to comply with local regulations. Russia started enforcing a law last year that requires tech companies like Apple, Google and Meta to have a physical presence within its borders.

Fedorov ended his letter to Cook, which he posted on Twitter, with what Ukraine hopes would happen if Apple pulls out of Russia: "We are sure that such actions will motivate youth and active population of Russia to proactively stop the disgraceful military aggression." Cook previously said that Apple is doing all it can for its teams in Ukraine and "will be supporting local humanitarian efforts," but the company has yet to publicly respond to Fedorov's plea.

FCC to probe domestic Russian-owned media and telecom companies

The Federal Communications Commission launched an investigation this week into a large number of media, telecom and infrastructure companies that operate in the United States with ties to Russia, CNN reported. The probe, allegedly being conducted jointly with the Department of Homeland Security and the Department of Justice, is aimed at firms considered a "national security risk," and covers a wide array of business types including wireless providers, VoIP services and submarine cable operators.

The FCC's review also arrives as many US cybersecurity experts warn of the increased danger of cyber attacks, especially on critical infrastructure. The US recently imposed a number of sanctions on Russia in response to its invasion of Ukraine, and it's possible Russia may retaliate through cyber warfare. Recent cyber campaigns suspected to have ties to the Russian government include the hacks of the Olympics, SolarWinds, Ukraine's government websites and coronavirus vaccine research in the US, UK and Canada. US cyber officials have also warned businesses, banks and state and local governments to be vigilant for ransomware.

A similar investigation against Chinese companies Huawei and ZTE launched by the FCC in 2019 over concerns their equipment allowed for Chinese surveillance of US activities. It's unknown exactly how many similar companies with Russia ties will be covered by the probe. Russia also funds media companies in the US and other countries. UK prime minister Boris Johnson recently ordered a probe into the UK license for RT (Russia Today) a Kremlin-backed global news outlet with offices in the United States and across Europe. US company T&R Productions, which backs RT America, has received over $100 million from the Russian government, an Open Secrets investigation revealed.

Twitter is pausing ads and recommendations in Ukraine and Russia

Twitter has temporarily paused ads in Ukraine and Russia, one of several steps the company is taking to highlight safety information and minimize "risks associated with the conflict in Ukraine."

"We're temporarily pausing advertisements in Ukraine and Russia to ensure critical public safety information is elevated and ads don't detract from it," the company wrote in an update that was also shared in Ukrainian. Twitter also said it's temporarily halting the recommendations feature that surfaces tweets from accounts users' don't follow in their home timelines in order to "reduce the spread of abusive content."

Twitter didn't indicate how long these measures would be in place, but said it was part of its ongoing work to respond to the Russian invasion of Ukraine. "We're actively monitoring for risks associated with the conflict in Ukraine, including identifying and disrupting attempts to amplify false and misleading information," the company said.

The company added that it's directing users to Moments and Events curated by its editorial team in order to provide additional context about what's happening in Ukraine. Researchers have warned that misinformation and disinformation about Ukraine will continue to flood social media platforms. 

Twitter said it's also working to keep "high-profile accounts" safe from hacking attempts. "We're actively monitoring vulnerable high-profile accounts, including journalists, activists, and government officials and agencies to mitigate any attempts at a targeted takeover or manipulation." The company's move comes one day after Facebook announced it was enabling its one-click "lock profile" tool for people in Ukraine to help users there safeguard their personal information.

Discord's new policies ban dangerous health misinformation

Discord hasn't been as active in fighting pandemic misinformation as social networks, but it appears ready to change its tune. According to Protocol, Discord is updating its community policies to ban any misinformation that poses a "significant risk" of physical or social harm, including claims that threaten "public health." A chat server could face action if it spreads falsehoods about COVID-19 vaccines, to put it another way.

The community rules also bar spam, manipulative bots, fake accounts, bad-faith account reporting and "malicious" impersonation of others. The guidelines also forbid hate linked to age, caste, gender identity and serious illnesses. Discord will also consider "off-platform" activity when making decisions on bans and other policy decisions. Someone who belongs to a hate group or commits real-world crimes could face repercussions online.

These updates come alongside clearer privacy policies and terms of service. All of the changes take effect March 28th.

The changes might be necessary. Wirednotes the Institute for Strategic Dialogue spotted a significant number of far-right groups chatting about "egregious" content and plotting raids on sites like Twitch. Combine those with frequently harmful anti-vaccine and anti-mandate protests and Discord risked becoming more of a hub for this toxic activity, however involuntarily.

Faraday Future is preparing to actually sell its FF 91

Despite a litany of financial struggles and botched factory plans, Faraday Future has built its first production-intent car. This week, the EV startup unveiled the FF 91 at its Hanford, California-based plant, and announced it would begin production in Q3 of 2022. Since the best-laid plans of Faraday Future often go haywire, we won't hold our breath for the time being.

Here's what we know about the FF 91 so far: Faraday Future's flagship car is intended to be an "ultra-luxury EV" that can compete with the likes of Jaguar, Tesla, Polestar and other brands. It has three motors, which means that at least in terms of power, it would beat out even the newer Tesla models (except for the Cybertruck) and ostensibly be in the same league as Audi's E-tron crossover. The system horsepower is a jaw-dropping 1050, and it can go from 0 to 60 mph in 2.39 seconds. The seats are zero gravity (meaning they recline in a fashion that makes you feel weightless) and ventilated. They also double as massage chairs.

The FF 91 can go 300 miles per charge, putting it roughly in the same league as a Tesla Model 3. It also includes a huge 130 kWh lithium-ion battery, which will no doubt be one of the reasons behind the vehicle's inevitably large price tag.

Drivers who can't wait to join in on Faraday's vision of a future can reserve an FF 91 now. There's a waitlist to join the FF 91 Futurist Alliance (which costs $5,000 but guarantees you a priority reservation), but you can still pay $1,500 for a standard reservation. Given the company's poor track record with deadlines, prospective early adopters should be cautious. The company's troubles don't seem to be over. Just earlier this month, the company restructured its leadership board after an internal investigation found that employees were lying to investors. Given that production of the FF 91 is about four years late; it's likely we shouldn't hold our breath for a timely release.

Valve made a free Portal spinoff for the Steam Deck

The Steam Deck will start shipping in the next few days and while there's no real shortage of games to play on it, Valve is adding another one to the mix. The company that created the portable gaming system has created a Portal spinoff called Aperture Desk Job.

In the free playable short, you'll take on the role of a product inspector at Aperture, the corporation at the center of the Half-Life and Portal games. Valve says "Desk Job walks you through the handheld's controls and features, while not being nearly as boring as that sounds." It seems to be a demo for the Steam Deck's capabilities, similar to how Astro's Playroom shows off the PS5 DualSense controller.

If you haven't been able to secure a Steam Deck just yet, you'll still be able to play Aperture Desk Job on PC. However, it's a controller-only game, so don't expect to play it with a keyboard and mouse.

Meta reportedly disbands team creating a new OS for AR and VR (updated)

Meta might be rethinking plans to build a new operating system for its AR and VR devices. The Informationunderstands Meta recently disbanded a team of 300-plus people working on its long-in-the-making XROS. The team will reportedly share its experience with other parts of Meta. Some will move to the AR glasses unit, while others will work on future Quest headsets and the "XR Tech" team responsible for eye tracking, hand tracking and other machine perception features.

Rumors surfaced in January that Meta had halted most or all work on XROS in favor of refining the Android-based VROS platform used in the Quest 2 headset. Meta appeared to deny the move in a statement to Engadget at the time, claiming that it was "not halting or scaling back" its reality OS development.

We've asked Meta for comment on this latest report. In a statement to The Information, spokesperson Sheeva Slovan didn't confirm or deny the state of XROS but did reference the disbanding. Meta could "speed up" work on technology for each product line by placing OS engineers "directly" into its AR and VR teams, she said, adding that the company was still devoted to making "highly specialized systems."

A decision like this might produce mixed results. While it could help Meta launch new AR and VR products that much faster, it would also keep the company tied to Android despite attempts to drop Google's software. If those are true, you might see more frequent but iterative headset releases than if Meta continued work on XROS.

NVIDIA may have been hit by a cyberattack

NVIDIA's email systems and developer tools have reportedly been experiencing outages over the last two days due to a suspected cyberattack. The company told The Telegraph, which first reported on the issue, that it was "investigating an incident" and didn't have anything else to share for now.

The company is believed to be dealing with a "malicious network intrusion" that, in the words of one person with knowledge of the situation, "completely compromised" NVIDIA's internal systems. Some of its email services were said to be back online on Friday. It's not yet clear whether hackers obtained data on NVIDIA or its customers if this is actually a cyberattack.

There's currently no evidence tying the incident to Russia, following concerns it would retaliate against the West with cyberwarfare. The US and other nations slapped Russia with sanctions after it invaded Ukraine on Thursday, including a moratorium on exporting semiconductors to the country.

"We have no information to suggest a specific credible cyber threat against the US homeland, but it is our responsibility to be prepared," secretary of homeland security Alejandro Mayorkas said this week, before Russia commenced its military offensive.

Tumblr will review its moderation algorithms after a porn ban-related settlement

Tumblr has reached a settlement with New York City's Commission on Human Rights (CCHR) over how the social media platform handled its ban on adult content, which came into force in 2018. CCHR officials, which started an investigation soon after Tumblr announced the ban, claimed that the move disproportionately impacted LGBTQ+ users.

Under the settlement, which was first reported by The Verge, Tumblr will bring in an expert to review its moderation algorithms for potential bias. It will put its moderators through a diversity and inclusion training program, revise the appeals process. Tumblr will also re-assess around 3,000 old cases of successful user appeals against takedowns to look for indicators of bias.

Tumblr says that, since WordPress owner Automattic bought the service in 2019 from Verizon, it replaced the algorithm that was used to classify adult content. According to the agreement with CCHR, which didn't make a formal legal complaint, the new system can "more accurately classify images and data." The appeal process for images deemed to violate Tumblr's adult content ban has also been revamped. Human reviewers now review appeals and make the final calls.

Automattic's acquisition of Tumblr may have led to the deal being struck. The Verge notes that, under its current ownership, Tumblr has tried to make amends with LGBTQ+ users who left the platform in the wake of the ban. Even before Tumblr outlawed porn, the platform apologized after its Safe Mode filtered out LGBTQ+ posts that were not explicit.

Mobile World Congress will ban some Russian companies from 2022 show

Russia's invasion of Ukraine is now affecting technology trade shows. TechCrunch and Reuters report the GSMA will ban some Russian companies from exhibiting at Mobile World Congress 2022 when it starts February 28th. While the wireless industry association didn't say which companies were barred from attending, it said there would be no Russian Pavilion to showcase that country's mobile products.

There are no plans to cancel or delay MWC 2022 itself, GSMA chief John Hoffman told Reuters. However, the organization said on its website that it would honor all "sanctions and policies" targeting Russia. Some companies are on the sanctions list, Hoffmann added. The measures allow mobile devices, but only as long as they aren't sent to Russian government workers or affiliates.

Like with some trade shows, Russian companies like the carrier VimpelCom can buy dedicated show floor space that could give them a presence. The main ban will primarily affect those companies that were leaning on the Russian Pavilion for a presence.

The bans arrive as tech increasingly serves as a battleground for Russia and its Western opponents. Meta's Facebook and Twitter have respectively taken steps to protect Ukranians and those tracking Russian military movements. Russia, in turn, has limited access to Facebook in retaliation for actions restricting four Russian media outlets. Whether it wants to or not, the GSMA is embroiling itself in politics that could affect the mobile world at large.

Valve Steam Deck review: Just portable enough

A lot of people are going to compare the Steam Deck to the Switch, and that's totally fair, but after spending more than a week with Valve's portable PC, I think there's a better analogy at hand: The Steam Deck is what happens when the Vita and the Wii U get drunk on Linux and make a big baby together.

The Steam Deck combines Valve's familiar PC storefront with some of the best ideas from these iconic, discontinued consoles, and packs all of it into a beefy bit of hardware. Just like Sony and Nintendo did all those years before, with the Steam Deck Valve is silently asking, does anyone need this?

The short answer is, no. But you're still gonna want one.

When I unboxed the Steam Deck and got a good look at Valve's handheld PC for the very first time, I laughed. I couldn't help it, but this thing is seriously so large it's funny. The Steam Deck is 11.7 inches long, 4.6 inches tall and 1.9 inches thick, and it weighs 1.5 pounds. For comparison, the Switch Lite and Vita each weigh about half a pound, while the Wii U gamepad weighs just over 1 pound.

The Steam Deck's heft affects how I interact with every game in my Steam library. I find myself holding the system low in my lap, often propping it up on my thighs and craning my neck down in order to play. After about an hour in this position, the muscles along the back of my head start to ache, and I've been calling this phenomenon Steam Deck neck. It's easily remedied with some stretching and repositioning, but the Steam Deck always ends up back on my lap and the cycle of discomfort continues.

And then there's the sheer size of the thing. Anyone with smaller-than-average hands, here's where you need to listen up.

The Steam Deck is a full-size controller with a 7-inch LCD touchscreen in the middle; it has big, rounded grips, haptic trackpads on either side of the screen, and analog sticks and face buttons above those. Two bumpers line the top, with two triggers and four clickers on the back. At more than 4.5 inches tall, I'm unable to rest the Steam Deck on my palms while also reaching the top buttons with my thumbs, and even using the analog sticks is difficult in this position. I have to support the controller by clutching the grips about an inch above the bottom, straining my pinky fingers and encroaching on the back buttons in a way that renders them useless. It truly feels like my hands are too small for the Steam Deck.

Each game uses a unique input method, and some titles cause more aching in my palms than others. Swapping rapidly among the right analog stick and face buttons, as in action games or shooters, tends to speed up my discomfort. But trackpad- and touchscreen-heavy games like Inscryption and World of Horror allow me to move my hands down or even just place the Steam Deck on a table, where I can tap away with my tiny fingers.

At the risk of narrowing my audience even more, I'd like to note that full-set manicures present a specific problem with the Steam Deck: The options tab is the perfect thumb-nail distance from the X button, and I've accidentally pressed it a handful of times while slaying demons in Devil May Cry 5. To all six of you who care, you're welcome.

The ergonomics of the Steam Deck will vary with each user, and people with larger hands than mine will likely have a less crampy time. But I bet their palms will still get sweaty.

The Steam Deck runs hot, but it's never scalding to the touch — instead, it feels like all that heat is dispersed throughout the device, including in the controller grips. After about 30 minutes of playing any game, my palms get warm enough to start sweating, in a way that's never happened with a DualSense or Xbox controller. The first time this happened, I blamed it on the pile of blankets I was buried under, but sweaty palm syndrome is a consistent occurrence with the Steam Deck. Additionally, the system fan regularly blows hot air from the top of the machine and this makes a noticeable amount of noise, though it's nothing extreme. Noisewise, you'll be fine pulling this baby out on public transportation. Sizewise, that's your call.

Because of the sweaty palms, finger cramps and Steam Deck Neck, my play sessions max out at two hours. This isn't terrible in terms of actual playtime, and it means I've never run into a battery issue with the Steam Deck. Valve says the system will get two to eight hours of life on a single charge, depending on what games you're playing and their settings. This aligns with my experience — Devil May Cry 5 definitely sucks more juice out of the battery than World of Horror, as does playing above 30 fps and 50 percent brightness. To that end, there's an option to lock games at 30 fps and it's possible to adjust screen brightness at any time.

This review is based on the mid-tier Steam Deck with 256GB of NVMe SSD storage, priced at $530. There's also a 512GB model with a high-speed SSD and anti-glare etched glass that costs $650, and a 64GB version that's just $400. Aside from offering a dismal amount of storage space, the 64GB model uses much slower eMMC storage, and I haven't seen what that looks like in person. 

All versions of the Steam Deck have the same AMD APU, which shares a lot of DNA with the chips inside the PS5 and Xbox Series consoles, along with 16GB of fast RAM, a 40Whr battery and a 7-inch 800p 60Hz display. SteamOS runs the whole damn thing and it takes up 30GB on my mid-tier model, leaving it with 227GB free — so keep that calculation in mind, too. There is a high-speed microSD slot so players can expand their libraries and even play games directly off a card, but internal storage is definitely faster than this method.

Now, the games. The Steam Deck is technically a handheld PC, which means it can theoretically support every game in Valve's library, though this isn't the case out of the box. Some Steam titles are officially optimized for the system, while some are not supported at all, and others are functioning on pure hope. There are four optimization levels — Verified, Playable, Unsupported and Untested — and so far, roughly 10 percent of my library falls in the Verified category. Valve rolled out a website where players can see how their games will fare on the Steam Deck, and across the board, the bulk of these titles are falling under the Untested category.

There is a workaround here, if you're willing to put in the effort. The Steam Deck runs on a Linux-based operating system because that's very much Valve's thing, and this is the culprit behind the device's compatibility issues. While some games run natively, the majority utilize Valve's Proton compatibility layer to run Windows games. Proton has improved significantly over the years, but there are still a lot of issues, especially with online games that have aggressive anti-cheat solutions. If there's a specific game you're curious about, there are sites that collate user reports like ProtonDB which should give you an idea of how well something will run.

However, the Steam Deck is an open platform, and it's possible to install Windows on the system and boot up Steam from there, with all the compatibility of a standard PC. This isn't what the device was built to do, presenting a handful of UX concerns out of the gate, and more importantly, it's not how the majority of owners are going to use the Steam Deck. For most players, it'll be all about compatibility labels.

I haven't had a game-breaking issue with any Verified game on Steam Deck, and at worst, I've had to spend a few seconds adjusting framerate and brightness settings. In my experience, games labeled Playable generally perform well, though they often require a second glance at the control layout. Playing Inscryption, I was stuck on a scene for a few minutes before realizing I simply had to pull up the on-screen keyboard, which is accessible in the Quick Settings overlay at any time. A prompt appears before installing Playable games outlining their known issues on Steam Deck, like small font or mouse-and-keyboard icons, and it's easy to make a decision about installing from there.

When it comes to Untested games, you're on your own. This is the Steam Deck's wild west, and I've seen it all from titles in this category: Artful Escape won't even load past the developer logo; BPM plays fine but it's visually blown out; Kentucky Route Zero runs beautifully.

Figuring out how to unbreak a partially supported title on Steam Deck is a game in itself. My advice: If there's a title you desperately want to play without interruption or frustration, then don't play it on Steam Deck unless it's Verified. You'll likely just be annoyed and disappointed and probably a little sad.

This also might happen when trying to pair Bluetooth devices with the Steam Deck. This process has been hit-and-miss for me — my Xbox controllers refuse to connect to the Steam Deck (no, they weren't paired with another device at the time) and my Samsung Galaxy Buds don't even show up as available. However, my new Marshall Bluetooth speaker connects to the Steam Deck without fuss.

The device's USB-C port makes it possible to hook up a hub and connect a mouse, keyboard, display and ethernet cable, though I didn't try this out. The official Dock, which is designed just for this use case, won't come out until late spring and I'll give it a whirl then.

I tested a handful of familiar games on Steam Deck, including Hades, Celeste, Devil May Cry 5, Inscryption, Cuphead and World of Horror, and I wouldn't say that it felt better to play any title on the handheld, rather than PC. However, the Steam Deck delivers something worthwhile: flexibility.

The Steam Deck allows me to step away from my desktop, where I spend all day working, and play my games somewhere I can fully relax. Sure, this is already possible through Steam Link, but the Steam Deck makes the process more luxurious. I've loved having one in the house, and truly, it couldn't have come at a better time. I just moved and I don't have a TV yet, so I haven't been able to escape to my living room after work as usual. The Steam Deck has filled the void left vacant by my PS5 and Xbox Series S, allowing me to play on the couch at the end of the day — at least until my neck gets sore.

The Steam Deck's battery life is less of an issue than I thought it would be, largely because the way I use the machine is different than I first imagined. Initially, I figured the Steam Deck would be more like a Switch Lite, something to throw in my bag and take out into the world, a truly mobile version of my Steam library. But in practice, I use the Steam Deck more like a Wii U — it stays at home and I play it on the couch after work or in bed at night, never far from its charger or a sensible tabletop to rest it on.

The Steam Deck is a Frankenstein synthesis of a Wii U and a Vita, but with Valve's DNA coursing through its cables. It's a Steam Controller and a Steam Machine in one hefty package, and I've come to appreciate it for what it does best. The Steam Deck isn't a mobile device to take on your everyday commute; it's a Steam library extender, opening up new places to play around the house. I wouldn't recommend the Steam Deck as an introduction to PC gaming, but for millions of existing Steam users, it's worth the price of entry, even if you just play a few times a month, two hours at a time.
